I see this is an old thread.
I'm not aware of other admins procedure to ban players.
But ill spec the player first, if no hack proof is provided.
Demo would be enough.

ill check both of the players reported.

this player cant be banned with the info provided:
"88" 852 STEAM_ID_LAN  96 11:10   45    0
88 = H H (nazi reference)
Steam id lan must be banned by ip.

Performing faith bans, has no value , relaying of zero proof is a bad practice.
Your post seems flawed.
