I know this problem with autobans. Before I get admin and was new on servers I had same problem 
Most important that question is solved

There are many issues:
1# anti-cheat modules

 [ 5] Rechecker                 Checks resources, flagin files.
 [ 6] ReSRDetector           handles speed cheats
 [10] WHBlocker               WallHack detector and blocker
 [21] ReAimChecker         Aim detector.

AmxBans saves this auto ban on data base.
This new module does not allow bans to be removed, ban time must expire before player is unbaned.
2 unban commands are available under same cvar_name -> amxbans  and advanced bans both use amx_unban as call up name.

I find this a better method to handle bans, since only some admin/s should have unban access and only under some conditions.
But If the system is auto banning players someone should be able to remove them.

Server runs a resource detection on all clients, this aim flag is because there's file in your game folder that trigger's the ban.
Since this is happening quite often now i suggest to either try to reinstall your game.

note configs can be flagged to, troll file names get flagged too, old cs files related to smoke nades get flagged.
