I notice when i do short ban to cool people down they come to forums and or private message others to get unbanned.  This shows a lack of respect and the admin who does the ban should deal with it, for example i only do very short bans to cool people down when they are fighting or swearing at me, i never do permanent, then the player comes back before the amount of time i choose for them to cool down, this is not consistant and shows the players who are breaking the rules they can easily just msg someone else so they can return to playing.
